According to Bryan Alvarez on Wrestling Observer Radio, some backstage wanted the men’s tag team match to receive the main event billing.
Even @mikethemiz looks shocked.

Alvarez’s Statement
“In fact, there was huge debate about what the end of this show was gonna be. Going into this show they didn’t know what the main event was gonna be,” said Alvarez. “It wasn’t obviously going to be the women’s match. There were a lot of arguments for it to be the men’s tag team match. There were arguments for it being the women’s match.
“I know that some people saw the way the match was structured and thought, ‘There’s no way this match should close the show. Have the men’s match close the show.’ At the end of the day they chose the women so it was not a foregone conclusion that the women would be closing the show.”

Shane McMahon’s Salary
Shane McMahon has been quiet in terms of on-screen time, but he remains on the WWE payroll.
McMahon ended his long hiatus from the WWE by re-appearing on television several years back. That run, though, came to a halt and has yet to be picked back up since the move to FOX for SmackDown.
Wrestlenomics revealed that in documentation released by the company, McMahon is still bringing home a hefty paycheck. How much? Try $2 million a year for his performance in 2019.

McMahon’s role was strictly that of a performer, as he did not serve in a corporate role. He is a former executive within the WWE.
They also revealed documents containing information on Vince McMahon and his use of the WWE corporate jet, along with the severance packages given to two former co-presidents. The co-presidents left WWE earlier in the year. That move has caused WWE stock to take a dive.
