It starts at 5 pm Eastern on the WWE Network. The second hour of the Wrestlemania Kickoff broadcasts on the USA Network.

According to this tweet from WWE, the Cruiserweight Title match and the Andre The Giant Battle Royal and the first ever Women’s Battle Royal will be on the two-hour pre-show before the main Wrestlemania card starts at 7 pm Eastern.
What do you think? I am a bit disappointed that the Cruiserweight title match is on the kickoff. However, the silver lining is that this means the Cruiserweights will get plenty of time to show-off and impress the crowd with their high-flying moves.
